Public consultation is now closed.
We are working to streamline and modernise the agricultural levies and charges (levies) legislation. Most of the work is now complete with 6 Acts and delegated legislation under those Acts commencing from 1 January 2025. A small number of additional instruments will be made in 2025.
How you had your say
We sought feedback on the agricultural levies legislation in two tranches.
Tranche one
In May/June 2023 we published five draft Bills, providing for the overarching legislative framework for the agricultural levy system, along with accompanying factsheets. A summary of the feedback received on the 2023 exposure draft is available in the Summary of the 2023 exposure draft consultation report. These Bills have since been passed by Parliament and given Royal Assent by the Governor-General becoming the:
The Acts commenced on 1 January 2025.
Tranche two
We released 2 draft regulations and 2 draft rules which would sit under the Bills for feedback between 27 February and 23 April 2024 . A summary of the feedback received on the draft regulations and rules is available in the Summary of 2024 exposure draft consultation . These regulations and rules have since been made. Note that after the consultation process the Rules under the Disbursement Act were split into two separate instruments.

The practical operation of each levy is intended to remain the same. Levy rates, collection arrangements and the purposes for which the levies were established have not been changed. The bodies that would receive levy funds also remain the same.

What happens next
The new legislative framework commenced on 1 January 2025. Some additional instruments will be drafted in 2025.
