We prepared a draft report assessing the biosecurity risks posed by khapra beetle and evaluated whether the current emergency measures effectively manage these risks.

The draft report proposes ongoing risk management measures combined with operational systems. Together, these actions reduce the biosecurity risk of khapra beetle in imported plant products to achieve Australia’s appropriate level of protection (ALOP). The proposed measures largely align with the existing emergency measures.

We released the report on 27 November 2025 for public consultation, which has now closed.

How you had your say

We sought feedback from people on the report’s findings and the proposed measures in the draft report. While these largely align with the current emergency measures, some amendments to existing conditions are proposed.

We invited feedback from people across a range of sectors.

This included:

  • Landowners

  • State or territory government

  • Research and academia

  • Not-for-profit organisations

  • Trading partners

  • Treatment providers

  • Importers

What happens next

We are now considering all comments received on the draft report. Your feedback is helping to inform our final report.

We expect to publish Part 1 of the final report in late 2026.

Please note: the current emergency measures for plant products will remain in place until Part 1 of the PRA is finalised.
