We sought feedback from marine surveyors and industry members about the review of the Accredited Grain Surveyor Assurance (AGSA) scheme, including:
how the AGSA scheme was operating
the standard for empty bulk vessel surveys
how conflicts of interest are managed under the AGSA scheme.
You gave feedback through this online survey and written submissions via email to the department.
Who engaged
Respondents represented a range of stakeholder groups across the bulk vessel export system, including:
marine surveyors or accredited marine surveyors
industry representatives
authorised officers or bulk vessel authorised officers.
Some respondents identified with more than one stakeholder group, particularly respondents who were both an accredited marine surveyor and authorised officer or bulk vessel authorised officer. Written submissions were also received as part of the consultation process.

What happens next
We have considered the feedback received and are using it to inform updates to operational materials that support how the AGSA scheme operates ahead of the upcoming harvest.
Your feedback will also inform future consideration of the scheme, including areas where stakeholders expressed differing views or identified areas for improvement.
We intend to conduct another Have Your Say survey following the 2026–27 harvest to seek feedback, identify any emerging operational issues and ensure stakeholder perspectives continue to inform the ongoing improvement of the AGSA scheme.
