Share your feedback on the draft export Cost Recovery Implementation Statements (CRIS) 2026–27.
We are seeking feedback from agricultural export industries on proposed changes to fees and charges for our export regulatory activities outlined in draft export Cost Recovery Implementation Statements (CRIS) for 2026–27 to 2029–30. Each CRIS also outlines how the Australian Government’s supplementation will support most arrangements with a phased transition to full cost recovery over the next 3 years.
This consultation seeks feedback from agricultural export industries on:
the structure of fees and charges across each cost recovery arrangement and whether adjustments should be made
the rationale for charging including activities being transitioned into cost recovery
how the proposed fees may impact businesses
if there are improvements we can make to CRIS consultation and communication.
Your feedback will help us finalise the export Cost Recovery Implementation Statements, and ensure export regulatory services are sustainably funded and continue to meet export demands into the future.

Between 2024 - 2025, we sought stakeholder feedback from industry stakeholders to help shape a more resilient and successful future for agricultural trade and exports. Consultation aimed to:
Understand foundational aspects critical to developing a sustainable funding model to support the prosperity of Australia’s agricultural export industries now, and into the future.
Introduce the sustainable funding model and gather feedback on the department’s proposed funding options for regulatory activities.
Inform industry about the decision of government to introduce new cost recovery arrangements for export regulatory services from 1 July 2026 and share upcoming consultation opportunities with the department.
We also held 2 virtual whole-of-industry briefings to:
inform industry about the sustainable funding model and to hear feedback from industry about that model, including the rationale for funding options for DAFF’s regulatory activities, on Thursday 30 October 2025.
inform industry about the government’s decision to introduce new cost recovery arrangements for export regulatory services from 1 July 2026, and describe the planned timing and scope of early-2026 consultation, on Friday 12 December 2025.
Considerations for developing a sustainable funding model for export regulatory and non-regulatory trade functions and activities highlighted a range of important issues summarised in the Sustainable Funding Taskforce Consultation Summary [PDF 170 KB] [DOCX 232 KB].
