My view relates to the lack of interaction with the human health disease detection systems which are a key basis from your scope re: Food safety. I appreciate that I may be missing the point but I think you need to be challenged on the engagement with human health systems and the fundamental use of traceback to assist case detection and source of contamination.

I have no confidence in your use of an existing US system that has multiple distinctions from Australia including governance. Time and time again we attempt to develop systems that fail to recognise our federated system of government and delivery of service via States and Territories. The Commonwealth role is to facilitate/network which is a clear distinction from any system in the US.
